I am a bit confused, so I went to hello work (kakegawa branch) and I asked if they had part time jobs available and they said no we dont have. Do they actually not have part time jobs available at the moment or no they dont offer part time jobs at all? Also, are there part time jobs that accepts someone who is still currently learning the language? Thank you and have a nice day :).

If you don’t have good enough Japanese, they will only look for jobs where you don’t need the language. If they have no jobs that fit the description, then they’ll tell you they don’t have any jobs available.
Either they misunderstood you (for example they might have thought you asked if you could work part time for them, kinda weird misunderstanding, but maybe possible), or they don’t have anything right now (but in that case they would have let you register and you would be able to search).
As for part time jobs for those who is learning the language, it depends on how much Japanese you know. If you know 0 Japanese, you could possibly ger a part time job teaching English. If you know some basic Japanese, it’s still possible to get a job at a convenience store or restaurant etc.
