I just moved to my dorm in Tokyo and saw a bicycle in the “Large trash” section. It had some stickers on it and that I was told meant that the owner has paid to have the bicycle taken away. I looked at the bike and it looks completely fine, so I asked at the dorm reception if they could help me find the owner so I can have them register the bike to me(if that’s even possible), but the lady at the reception said that the owner probably already left and there is no way to register that bike to another person, as it is already the property of the local government. So I thought maybe there’s some way to contact that local government and buy the bike? like at a very cheap price since it’s “trash”.

No clue about Tokyo, but here in Osaka, they give away everything that was collected from Sodai Gomi that is still usable. Look for a city run Recycle Center/Clean Center. I got a bike from them back in the day for free, they even repair them.

Rather than buy that bike directly, what you can do is buy bikes from the government (the ones that they take unattended or illegally parked) that are not claimed. They usually resell it at certain days of the week/month before having it disposed.
