No, I haven’t heard of unofficial transcripts being acceptable. I’m assuming you’re applying for a student visa in which case the sponsoring party filling out your COE (I.e. language school, university, vocational school) will ask for official transcripts. You can ask your university for official transcripts before your diploma comes in (it will list all your credits and show the number of required credits for graduation which should be 0) If there are extenuating circumstances, contact the Japanese sponsoring party to ask, “in addition to official transcripts, what other proof of graduation do I need”.
You can get official transcripts from your school before your diploma comes.
