Pretty much the heading, I saw a plastic storage case that has been lying in front of a nearby house since a long time, is it okay to pick it up ? The house seems empty and the stuff has been lying there since 2 months.

Yeah it’s fine. In Japan it’s called the “findseys keepsies law of 1976” It states that anything left outside of a house you deem as “seems empty” for 2 months is yours to keep, but only if you clap twice, pray to the emperor’s ancestors, and bow.
I had a friend who did this to furnish his apartment but the kicker is he always knocked on the door and asked the owner first. And in most cases they let him take it. He was one interesting guy.
