Bicycle helmets in short supply in Japan after law change

1. I was curious how this would change things since the law started. I have seen a single person wearing a helmet.

2. is there a penalty if you’re caught riding without a helmet?

3. Nobody wearing helmets where I am but barely any for sale in shops. I managed to get one but it just fits me, even at max size. Gigantic head foreigners rise up.

4. I’ve seen a significant increase in people actually using helmets since the beginning of this month. So, it has probably been heeded more than people think.
