Take it to the nearest bicycle store and they’ll break the old lock and replace it with a new one
My daughter lost her key, my husband took the bike to a bike shop and they removed the old one and fitted on a new one, no problem. The bike has the city registered sticker but I am very sure he didn’t dig out any paperwork beyond that. Perhaps they will be more punctilious about registration paperwork for a foreign customer, but can’t hurt to try.
If you don’t want to go to a bike shop to get the lock replaced, you can just buy a chain lock and use that instead.
Or if you do not live in a high traffic area, just leave it unlocked.
If it’s an old bike it’s probably not worth anything anyway.
