Do I need a certified translation into English or Japan by a certified translator of my country for COE’s documents? Or can I do the traslation and add that I’m assuming all responsibility for that to be true?
(I will do a semester in exchange to Waseda and the university do not answer to my e-mails…)

From the paperwork I had to fill out, no. I did it all in English. But my company acted as a liaison.
i didn’t have to get anything translated for an exchange semester and i’m from a non-english speaking country. i just assume the embassy would know what to do
Your university should really be taking care of that for you. I did not have to do any translation or anything when I went on a student exchange.
This time I am applying for a different visa. I did provide a cover letter for each document roughly translating the information in Japanese and mentioning what visa requirement I am trying to fulfill with each document. I did not use a certified translator. The immigration officer in Japan accepted it and said everything looked great. Waiting on the COE currently.
There are lots of blogs online of people sharing how they set up translations/cover letters for visa/COE purposes.
