If I have a SAT score of 1400, TOEFL iBT score of 110 (even though my US education usually exempts me from submitting one), about a 3.8 GPA, but a not-so-good-essay, what would you think my chances of getting in English programs (like Sophia or ICU) would be? Are essays more important than test scores?

Most Japanese universities have their own entrance exams unique to the university you are applying to. The real question is, do you qualify to enter the programs you’re applying for at each university and could you pass their entrance examinations?
From what I can tell, you have higher scores on average than the usual applicant to Sophia. 3万 is a lot to spend on an application but it’s not like they’ll fly to the US and burn your house down if they refuse. Go for it.
