English speaking post office? It doesn’t exist. I mean you are in Japan so the expectation is to able to communicate in Japanese. Even if it is half gestures half broken words, they will try helping you.
Aside from that, you HAVE to print out your postal papers when sending stuff overseas via JP Post. Open google and write, EMS Japan post. The first link is what you are looking for. All in english, make an account and start your journey. After finishing, print the pdf at a conbini, go to the post office with your package, hand them both, they will weigh it give you a paper to declare dangerous goods, pay your fees, done.
