Not sure who the specific girl is, but this is the [cover](https://images.squarespace-cdn.com/content/v1/539beae6e4b09cb182893860/1443966605243-RBFX86QZ8MN2GBWCYRBQ/image-asset.png?format=750w) of a shojo horror anthology manga called Monthly Halloween, which used different real life models on the cover in place of illustrations to pay homage to horror films.
