I’ve also had no real luck with Linkedin in Japan. So many accounts are just private.
Is your ad in English only or in Japanese? DODA and MYNAVI are popular with job seekers. Also I think Recruit Agent? But I’m not familiar with it.
Can consder trying japan-dev portal.
I personally have been looking for gigs on Career Cross and Daijob. Not sure how effective they are on the recruiter side.

The Japanese market can be a bit peculiar. IT is particularly competitive.
If you have the budget, recruiters will offer a lot of support since candidates can be very picky. They’ll likely be in process with other companies through recruiters with relatively strong support/sales towards those other companies. Top companies don’t have as much of an issue because they already have recognition and appeal established, but small/medium companies in the market often face different challenges.
