If you click “for windows” at the top it’s a dead link.
The only way I know of to get the software is from https://www.google.co.jp/ime/
It’s been YEARS now that this link has been broken. Just seems odd for google’s own website to be busted like this. At the very least remove the link?

Your first link *isn’t* the link for Google’s Japanese IME is why. The second one is. The first one is explaining how the IME they have in their email client and other services works.
