There are so many threads on this. Usually, your area will have some kinda program where unattended/illegally parked bikes that were collected and unclaimed for a certain period of time are sold at a fleamarket-like event. You’ll get cheapest prices there.

If you use facebook join Tokyo Sayonara Sales group, there’s at least 3 people selling their used bicycles every week.

Go to recycle shops such as Hard-Off. Alternatively look up “リサイクル自転車販売”
There are usually free or very cheap bicycles in Craigslist.
