New home, utilities are connected before I’ve connected them, who is paying for it?

So we’ve signed the ownership to a new home, apartment in Tokyo. We haven’t moved in yet but all the utilities are connected – power, gas, water.

If I’ve connected it and last owner has disconnected then, who is paying for this?

I don’t plan to move in for another two months.

  1. If no utilities are being used, then we’re just talking about the base service fees, which won’t be much at all. The connection part is just changing the account linked to the property.

  2. Disconnecting here doesn’t really physically disconnect things, just billing. It would be difficult to show the place to people if lights were not working etc. Since the usage is small, I don’t think anybody is paying.

    When you get the house, renting or otherwise, you make a contract and put the contract starting date when you get the place and billing starts from that date. Pretty simple.

    If you were building your own house, then the builder will have at least the electricity contract, and switches it to you on the date you receive the house. At least in theory. My house electricity was paid by the builder for 3 months from move in since they were too busy/lazy to do the paperwork… and their rates are much higher that consumer rates.
