Learning Japanese :sentences or words?

Japanese speakers. So I’m learning Japanese. I’m following pimsleur and Japanese from 0.

To study I’ve been writing loose words I’m leaning on pimsleur. My goal is to speak, understand and read Japanese. I don’t need to be able to write.

Do you think is more efficient if I keep writing loose words? Or does it make more sense if I write full sentences? Thank you
