Is there a way to find the registered owner of a car? I bought a car from a foreigner (foreigner as well) to learn how to drift. From what I know it looks like the previous owner who I bought the car didn’t register the car in their name and just kept the car at the track. Overall, I’m trying to obtain the certificate of seal impression. The person I bought it from claims he is waiting on his buddies buddy who he bought the car from. Is there anyway I can find this information of the registered owner.

Are you saying you bought a car from someone that has not given you the paperwork to change ownership??

Bad idea having bought a cheap, without papers car. No, there is no way to ask for private information in the town hall about the owner. Japan is very strict with the sharing of personal data.
