The title basically says it all. I’m wondering whether I can permanently change my account settings to english considering that google translate doesnt work at all times. I also read from this sub that AMEX issues usage statements in english. Do i need to apply for this or is this automatic? Thank you!

Nope.

It’s actually not bad at all, although sometimes it breaks the menus a little bit.

Never heard of this, and I’ve never been able to get any English language assistance from them either.
I use a Firefox extension called Translatenow which is helpful for quickly translating highlighted text, but also offers a “translate page” function similar to Google translate via right click context menu.
I don’t know if I’m more or less literate, but this has made amex japan site navigable for me personally
Safari and Chrome browsers translate the whole page of most sites, just not pdfs. Then I grab my other device to use the camera function of google translate
