Might be a bit of a stupid question but just so I can be prepared. I’m going to be living halfway along Keio Inokashira line, and every day I’ll commute to Kichijoji. But I was wondering if I could buy a commuter pass that goes from Kichijoji all the way to Shibuya (money isn’t an issue) because I’ll be traveling via Shibuya likely every day for leisure activities. Are you restricted to your actual address? Or can you choose any section of any line in theory?

You can buy any pass you like.
If you’re getting reimbursed by an employer or using a student discount then they’d slap some restrictions on it. But if it’s your money you can spend it however you like.

No problem.
There are no such restrictions on start/stop station.
Edit: If employer is reimbursing, they will only reimburse the portion that is the commute.
You can choose anywhere you want as long as you are not buying student commuter pass.
Student commuter pass is restricted to your home to your school.
Technically yes if you are purchasing a regular commuter pass. But if the company reimburses the pass money, you may get in trouble.
A) the company may ask you to provide a copy of the pass as proof that you purchased the correct pass.
B) If you get injured in the area outside of the designated commute, company may have issues treating it as an industrial accident.
If it is a student commuter pass, then no. Student passes are way cheaper so they check if the route is the shortest and is between your house and school.
