Hello, I’m an exchange student from Norway and my family wanted to ship me a carepackage with sweets etc. I wanted to get a tobacco shipped from norway which they actually do also sell here in stores, but very much weaker and smaller portions. If I get it shipped here and declare it on the toll, will this be more expensive in terms of toll-payments, and/or is it even possible? Could it be illegal to import it even if it’s just for personal use?

Good question. I think when you say “toll” you mean import tax, right? I ordered a bicycle battery from Taiwan, and I never paid any taxes in Japan on it. I wondered if this was a mistake. It was packaged by a dangerous goods IATA certified company in Taiwan, then handed off to Fed-Ex Taiwan for shipping. Some courier service delivered it to me last Tuesday, but they did not ask me to pay any import duty / tax. As OP, I’m also wondering if anyone can explain why I didn’t get charged for importing the bicycle battery. I thought for sure that I’d have to pay some import duty. The battery was invoiced at around 26,000 Yen.

Better ask this on the snus sub?
With electronic customs declaration implemented worldwide, forget about parcels reaching your address untaxed if shipped by postal services.
I order cigars and pipe tobacco regularly, and 100% of my parcels are taxed.
Tax for snus anyway is reasonable. I have ordered some a few years ago and I don’t recall having paid atrociously high duties.
You can get some OG snus on Rakuten.
