I’ve been living in a school house in Fukuoka for 1 month now, and this afternoon I received this notice regarding having to sign an Electric company contract. The worker explained that “I needed to sign a contract, and that If I didn’t my apartment’s power will be turned off” (translated using google translate). I’m not sure what’s going on, but I won’t get an answer from my school until after Golden Week. Using google translate I was able to gleam a tiny bit of what they say, but google translate isn’t 100% reliable and my Japanese is very low level. Anyone know what this is about?

You need to enter into a contract with the electricity company. It sounds like you moved in without applying to the local utility. You were still able to use power because it isn’t technically turned off, but you aren’t actually registered as the user at that address. So fill it the necessary forms and enter into a contract. (You may also need to contract with water and gas.)
You can contract directly with Kyushu Electric. Searching for Kyushu Electric Power Company should lead you to their HP. If necessary, ask a friend for help. You should be able to sign up in person, by phone, or online.
Did your real estate company set up your utilities for you before you moved in?
If not, that is why you are being asked to sign a contract. If they did then you should forward this to them and ask them about it.
I’ve never had to sign contracts personally because the companies I use to locate apartments for me always set the utilities up on my behalf.
