Is the ocean mostly cold in Japan?

Outside of Okinawa and Japan’s other southern islands, is the ocean mostly cold along the coast in Mainland Japan? Can people swim in the water is it like the pacific along the coast of California?

  1. Shonan Coast – Hiratsuka City – Kanagawa Pref., currently it’s 18C. You need a wetsuit.
    In the middle of summer it’s very warm, so just shorts are OK.
