There are many articles and blog posts that have been written about the IT Passport exam and how it is viewed by recruiters. You should spend some time reading about this first, and then come back with any specific questions you have.
Skip recruiters and apply directly to companies.
In my experience, it seems that the IT passport appears to be more relevant to Japanese IT companies and Japanese company IT based positions than it is to most Gaishikei IT companies.
If your fairly new to IT, the content does help you to develop a good general base (particularly if you’re going into cloud/on premise infrastructure or database management), and if you can pass it in Japanese, that’s also very good for your profile.
I’ve never heard of it, and I’ve been working in IT in Japan for a very long time
