My residence card is damaged, the name is not readable anymore so I need to get i reissued, my original one is valid through 2024. I do see a procedure to apply for reissuing the card: https://www.moj.go.jp/isa/applications/procedures/nyuukokukanri10_00010.html?hl=en but I am not entirely clear on two things,
1. How to get a certificate damage? I assume my originally damaged one should suffice as a proof.
2. Can I submit this as my local ward office or do I need to go to the immigration center.
Would really appreciate the help, if anybody has done this procedure before.

Long time ago you got your zairyu card at city hall, but Immigration now handles that. I think you should go to their office to handle things.
For damaged card you need to follow this guide. Your linked one is for missing/lost card.

You don’t need to bring additional docs as long you can show the damaged card. But you do need to go to the immigration center.
