Do schools actually have to follow MEXT’s initiatives against the COVID-19 pandemic?

My company keeps trying to gaslight me about the matter. Correct me if I’m wrong, but the guidelines regarding covid 19 published by MEXT are simply that, *guidelines*, correct? It’s up to the individual academic institutions as to whether or not they want to follow said guidelines (close school, etc). MEXT has no authority to enforce anything that publishes.

Am I wrong?

    The executive decision lies with your placement at that particular school. If they deem such guideline as optional, it shall be so.

  2. Depends on how they file taxes. If the file as a business then yes then can set their own rules. If they file otherwise they basically need to follow the rules since they get tax breaks etc filing in that particular way.

    MEXT has generally only issued guidelines. How those particular guidelines are implemented has generally been decided by the relevant BOE and then school in question.

    Ultimately principals have very broad authority within their school, but the standard convention/norm is that they defer to the BOE which in general defers to MEXT.

    Of course, this isn’t always the case, and you are also likely to find variance (and private schools are even more likely to do their own things.)

    While it is not at all the same as Covid, there have been (for years) guidelines published about the appropriate amount of time to engage in bukatsu/club activities, and while they are slowly gaining traction, there are still any number of areas which completely ignore them.
