I plan to move to Japan via a working holiday visa, however a new requirement of [The certificate for completion of registration (受付済証)](https://www.mhlw.go.jp/stf/seisakunitsuite/bunya/0000121431_00341.html) has been added and I’m not sure what it is and or/how to complete it, any advice would be appreciated 🙂

You can’t. You need a company in Japan to fill it in for you.
This is intended for full time workers and educational visas, where your employer or university can quickly fill it in. Most working holiday visa applicants wont have someone lined up, so you can’t unless you pay a third party a hefty fee.
At the moment I think they’re not issuing working holiday visas, you should call your local embassy and ask them. They are more than willing to help you on any regard
