I fit the requirements for the new J-find visa.

One of the requirements is to get a Certificate of Eligibility. How can I obtain this certificate from outside of Japan, considering that this visa doesn’t seem to require an organization to sponsor you.
Do I have to find a friend or a person inside Japan that can make the application?
