Pretty sure nobody here works at Monbusho so what answer do you expect?
誰 was not on the Joyo List until the most recent reforms, and the new kanji they added were just tacked on to the end. Later they changed the 教育漢字 so that all the prefecture names could be written with elementary school kanji, but beyond that they didn’t do anything.
But tbh which grade the kanji is in doesn’t matter that much. I’m pretty sure a good chunk of elementary school students know the 誰 kanji even though they haven’t learned it in school.
What if I told you that 嬉 is not on the joyo list?
in addition to the other comments, one doesn’t need the kanji to use the word. many words are written typically in hiragana. i’m pretty sure they all know きれい even if they don’t learn 綺麗 until later.
