What does <•••> in literature mean?

I’m currently reading a book in Japanese and have stumbled across this symbol. I’m not sure what it means? I assumed it was similar to 「何とか何とか」but I’m no longer thinking that’s correct. Have any of you seen a similar symbol in literature? Do you know what it means?

    That. That’s what you’re looking at. Japanese RPGs have more in common with Japanese common literature than you would think (or hope, sometimes)
