Accredited Online Classes/Programs that offer a certificate in the U.S.?

AS it states there, in order for the military to fund the classes (at least more than two it seems), they’re required to be part of a degree or certificate plan. For whatever reason Portland State offers a certificate in every language except Japanese.

Any other recommendations? I can even “hack” the requirements by pursuing something such as an East Asian Studies, international studies, culture studies etc whatever certificate that includes Japanese language as part of its curriculum.
