So to elaborate a little, I’m a foreigner living in Minoh Semba (higashi??? I’m not sure), Osaka and I got a secondhand fridge, which worked well for about three weeks but since then the pipe-fan-thing that sucks in cold aid from below is getting clogged by ice. I tried to melt it twice, but each time it just reforms again. Any recommendations for where I should go with this?

How did you try to melt the ice? If there’s any leftover ice, it’ll quickly grow back.
Back when I worked in home appliances in Canada, our usual recommendation was 24-48 hours unplugged with all doors fully open to make sure absolutely no ice is left.
To repair a domestic household fridge would be more expensive and time costly than just buying another one.
I bet the unit was tipped or was perhaps damaged during transportation or in its pasts. If ice is leaking to the outside atmosphere there’s an envelope issue meaning your cabinet isint sealed any longer. If I was mistaken and the “pipe air thing” is all internal than your gaskets are bad. If your gaskets are ripped and there is excess ice building inside the cabinet – try replace them – this will remove excess moisture creating the ice
