electric companies website has blackout information with time/reason (if known). go to your providers website and look for something like 停電情報

That was a construction related disruption and most likely caused by a mistake.
Years ago in my apartment I heard a huge crash on my ceiling, plaster dust came down a little and the power went off for couple of minutes but then everything seemed ok.
The next day my wife noticed in the newspaper that a workman was killed during the replacement of a water tank on the roof of our multistory building. Everything was not “ok”—I distinctly remember that an ambulance came through the neighborhood a few minutes after the brief power outage.
