PSA: Some hospitals provide free or low-cost medical care to the needy

There are hospitals across Japan that have “[無料低額診療事業](http://ja.wikipedia.org/w/index.php?curid=3496845) (free or low-cost medical care program)”.

The program is available to people who have [difficulty](https://www.pref.osaka.lg.jp/attach/2701/00000000/eigo.doc) paying their medical expenses, such as low-income earners (about 140% or less of the welfare payment level) or victims of DV.

Of course, people who do not have Japanese citizenship or who are not enrolled in the National Health Insurance can use this program.

The following two hospital groups are implementing the program on a large scale.
