How to get a 車庫証明書 (Proof of parking)

Hello all,

I recently bought a second motorcycle and am trying to register it myself. (Dealer did the first one for me.)

My apartment doesn’t have parking so I’ve rented a space at a monthly pay parking lot. The issue is that the parking company doesn’t provide “Proof of Parking” certificates (車庫証明書).

The city also won’t accept my contract with the parking company, as the dates on it aren’t current (It lists the first month I registered and then says “Contract renews automatically every month until cancelled”.

They claim that there’s no proof the contract is still active.

Because of this, the city won’t let me register and plate the bike.

I suppose the easy answer is “Find another parking lot which will provide the certificate” but monthly bike parking spaces are few and far between in my area.

I’m in Hyogo if it makes a difference.

Any help greatly appreciated!

  1. 車庫証明書? They’re completely unnecessary for a motorcycle. Not a requirement – at all – regardless of displacement.

    Article 2 of the Act on Securing Parking Spaces for Motor Vehicles (自動車の保管場所の確保等に関する法律).

    第二条 この法律において、次の各号に掲げる用語の意義は、それぞれ当該各号に定めるところによる。
    一 自動車 道路運送車両法(昭和二十六年法律第百八十五号)第二条第二項に規定する自動車(**二輪の小型自動車、二輪の軽自動車及び二輪の小型特殊自動車を除く。**)をいう。

    “Excluding two-wheeled small motor vehicles, two-wheeled mini motor vehicles and two-wheeled small special motor vehicles.”

    **All** motorcycles are “二輪の小型自動車”.

  2. What city is that? I haven’t heard of a 車庫証明書 for a motorcycle before.

  3. Don’t know anyone in Kobe or Hyogo that needed this a motorcycle.. I live in Kobe and didn’t need it …

  4. In Osaka you don’t need this for bikes OR kei cars. I think someone made a mistake somewhere unless Hyogo is crazy strict.
