Cool your jets, it’s not for me.
Younger sister is visiting next month, and wants me to take her to one. Her knowledge of Japanese is basically nil. I’ve never been, so would appreciate any recommendations for one that’s not… I dunno, sleazy or too weird. She’s (barely) an adult, but obviously I’m not going to take her to any that are “adult”.
She also wants to go to the monster cafe, but assures me that is different and in Shibuya.

Maidreamin and @Home Cafe are the two biggest chains. There’s plenty of Youtube videos on what you can expect at their locations in Akihabara.
I agree with the Maidreaming recommendation, I’ve also taken family there on request. Perfectly above board, clean, and nothing sleazy happening. It’s definitely more about the experience though; the food is mid to terrible, and expensive.
As for the full experience such as playing card games with the maids or whatever, I’ve never done that due to the language barrier aspect (my family also don’t speak Japanese). I don’t think any particular locations has foreign language staff, but you may get lucky with the maids on the day that they can communicate a little.
As for the monster cafe, does she mean the Kawaii Monster Cafe in Harajuku? If so, that unfortunately closed during covid and now only happens as a party/club night occasionally.
