No, cameras are not restricted in the drone flying regulations.

The restrictions are on drones over 100 grams, camera is included in the weight. You need a permit, the drone needs to be registered, and most urban areas are no-fly zones.
Camera is irrelevant. You don’t need any permit in general, but any drone over 100gr must be registered to fly outside without leash.
To fly outside of direct view, at night, in highly populated areas, near airports or over 150m you need permit. But even in Tokyo there are places where you can fly without need a permit.
Tokyo prefecture is a no flight zone unless you have explicit permission. This is regardless of drone size or weight.
