What are the best options without a Japanese bank account?

I’ve heard it is possible to pay for utilities and annual tax on a foreign credit card but you can’t do it for management fees.

I want to buy a mansion in Nagano and the real estate agent says I have to sort this out to pursue a purchase. Any tips? I don’t need the property managed, so I guess I’m not an attractive proposition for an external management company to manage payment. Would it be conceivable to pay this fee annually in person?
