I’m not sure if there’s a way to access NHK+ and, just to play it safe, I don’t want to try accessing it.
However, I do know of some NHK resources to help learn Japanese. I don’t know how long you’ve been studying Japanese but NHK World Japan’s website has “Easy Japanese” on their video on demand. It’s a 3 minute show teaching basic Japanese phrases, there’s also “Easy Japanese for Work” which teaches helpful Japanese phrases that can be used in the workplace. They also have one called “Activate Your Japanese” which is a little more advanced. The website also provides news stories in Japanese. You can also watch “Learn Japanese From the News” and “Magical Japanese”, two shows I’ve not really looked into.
On a semi-relevant note, I’m a caregiver to a young autistic, developmentally delayed girl and she absolutely LOVES a particular NHK E-Tele kids’ show. Sometimes, I let her go on NHK For School to watch the show. (She has several episodes downloaded so it’s rare she asks for that site). I just thought mentioning NHK For School would be helpful as you can stream their videos globally for free and it’s all in Japanese.
You probably already knew of these resources and I know it doesn’t exactly answer your question but I hope I was able to provide some helpful information in some way.

Look into IPTV, you’ll have to research it yourself.
NHK+ is not something you buy in the first place. It’s a bonus that comes with your contract to pay your television tax to the Japanese government.
