The window aircons would be the next best thing. As far as I know, the portable cooler units you fill with water and then turn on don’t work in humid environments.
You need to pipe the exhaust outside or you won’t end up cooling your room though. This will be the same for any portable ac unit because of how they work.

Our bill for July and August 2020 was around ¥25k each whereas for June it was only ¥10k. We have 2 other aircondition units we used on top of the portable one.
Window AC and spot AC use an incredible amount of electricity and don’t really cool the room much. (we have used both and probably electricity consumption was over 3x of now using 3 fixed AC almost 24/7)
You need to have a window open for both to vent the hot air and the thing that fits over the space for the opening is flimsy and lets in more hot air.
Both are noisy too.
In the past I’ve used a corona window mounted ac (large rectangular unit on an aluminum frame) and a nakatomi mac-20 (spot cooler ac that has wheels with a window exhaust tube). The window mounted units are stronger than the spot coolers but of course take more time to put up and take down. The nakatomi has a small plastic strip you put in your window to connect the exhaust that’s easy to remove. However both will keep outside humidity and hot air coming in as well as street noise. Honestly I’d bite the bullet and pay for a regular split unit to be installed, which is what I eventually did. It’ll save electric, and your sanity as the humidity and sirens going by won’t keep you up at night.
