I stopped working at my previous job over two month ago and now have a new job. Before my last day, I asked my previous employer for my:
– employment insurance card
– 2023 withholding slip
They told me I would get it after my last day.
It has been over two months and I still have not received it. I email the person in charge at my old working place two times and no response. I contacted some employees and they reminded the person in charge. They are refusing me my documents. For reference, my previous job is extremely toxic and petty, hence the reason I left.
My current employer needs these documents. I really don’t want to get lawyers involved as that cost time and money.
What can I do?

Talk to Hello Work, that kind of stuff is illegal and unlike most comments where people tell you to go to Hello Work for labor things (not their wheelhouse), they do deal with Employment Insurance.
