It says ready to use (そのまま使える), and lotus root isn’t supposed to be eaten raw, so I assume it would be.
Their may be more information on the ingredients list. I can’t seem to find that specific packaging online, and the brand name isn’t visible, so I can’t check.
I’d cook it first, just in case.
Cooked and frozen lotus root usually isn’t very good. It loses a lot of its texture and nearly all of its subtle flavor, it tastes like paper pulp.
You can freeze freshly sliced lotus root for several months, but I’ve tried the cooked and frozen before and its gross.
It’s just peeled, cut and frozen. It cannot be eaten as it is. It must be heated and cooked.
