I was at Costco in Fukuoka over the weekend. After I parked my car and got out I heard a do in the car next to us barking with all the windows up, and the car was not running. It was a small dog and it was in direct sunlight in almost 30c weather with no visible water or fan. When I asked the people in the store if they could make an announcement (to hopefully avoid interacting with the police) they said no, which I don’t understand, but whatever. Whenever I told any Japanese people about the situation, they didn’t seem to care, as if it was normal to do that. Is it normal here or is a one off thing?

Tons of Japanese care deeply about animal rights and would be livid about that poor dog. That said, in my experience over many years here, *overall* far fewer people care than in, say, Canada. Pet ownership rates in this country aren’t very high and the “animals are things/commodities” attitude is still quite heavily represented across Japan, particularly in the countryside and among older people. Animal rights and protection laws are also somewhat lacking.
Call the police, let them deal with it.
Japanese people also abandon their pets in the forest quite often. I think there’s a large quotient of people who haven’t been culturally encouraged to think highly of animals.
I hate dog culture in Japan. They look like dolls and Japanese people actually treat them like dolls. I do not want to hear about small homes BS for getting small dogs.
