Not all fish is perfect and restaurants typically take what comes to them unless it’s high end sushi (Thai and sushi could be the other side of the coin, and I have a house near fort pierce and the restaurant choices are…….sometimes suspect lol) smell is a really good way to determine if it’s fresh
