I’ve tested mine at a couple of convenience stores, and they don’t even seem to register.

Edit: okay, looking at the info section on the Wise app – and reading your replies – I think I know what to do:
If your card was issued in Japan before the 27th of March 2023, you can activate it by entering your 4 digit pin when you check your balance from the following 4 ATM providers, please remember to choose “international cards” if prompted on the ATM:
AEON
E-net
Viewcard
Daily Yamazaki

The link above I found about the issue from Wise, it might be worth trying Daily Yamazaki, AEON, or Family Mart if you haven’t already.
Other threads recommend other cards, that won’t be helpful for your case. Hope you can get the card sorted!
7-11 didn’t work but family mart did work for me
Are you using the Japanese menus or the English ones? I was able to use my Wise card at one ATM, but only in Japanese. If I used the English menu option, it didn’t work. Weirdness.
Not an exact match for you, but I have used the Wise Visa with no trouble in 7-11 and Post machines.
Going to ask the obvious question, but is everything enabled in the app for that card?
How long have you had the wise card? Is it a Japanese one or a foreign issued one? If it’s a japan issued one issued before March, or a foreign one it will need to be activated by atm machine. It will only work at select atms. I got mine to work at an Aeon machine using the “international” button and then checking the balance.
I tried to use mine at each of the major convenience stores and common ATMs. Didn’t work at any (gave an error and wouldn’t even let me get to menu selection). Wise sends out faulty cards once in a while.
Call them and explain it isn’t working, they’ll refund the card fee and send a replacement. Not ideal but they’re a bit of a cowboy operation in general so easily avoidable problems like this do pop up.

It works you just need to pay with your pin card the first time to activate it, at least that’s what mine did. I got my card outside of Japan. After activating it I was able to withdraw normally anywhere.
