Joke aside if you are looking for a real chef-grade knife in Kansai, go to Aritsugu in Kyoto. [有次](http://aritsugu.co.jp).
There are a few famous blacksmithing villages in Kansai, such as Sakai in south Osaka. Maybe worth an afternoon trip for some visits and you can likely find any knife you like there.
If you’re just looking for an easily accessible store, I highly recommend Tower Knives, near Tsutenkaku Tower, in Osaka. Nice selection, and if needed, English-speaking staff. Their primary customer base is tourists, but they have great products and the prices are decent. You can try out almost anything they have before buying.
Edit: Another good, if somewhat higher-end, option is Jikko Cutlery. Their headquarters is down in Sakai (the area mentioned by /u/Stump007), but they also have shops in Umeda, Namba, and now Kyoto.
