I live in Asakusa, Tokyo, and every night, there are girls standing in front of the Subway Station. I have noticed the same at other city districts as well.
What is this about? Is that some kind of prostitution? Is it ok to offer help to the girls?
In Europe, I have never seen something like this.

I was going to answer Asian massage girls,
But based on your picture and all the male touts around, looks like bored girls bars staff trying to appeal for customers.
Bars where you go to talk to a female bartender over the counter while you pay for over-priced (But not as over-priced as Kyaba) drinks and around 3000 yen an hour flat charge.
You can tell it`s a girls bar because they are
1. One of the few “Night entertainment” services that will have the girls go try to appeal for customers on the street (Without any male escort).
2. Plains clothes are fine for most of the bars.
Waiting for friends, BFs etc.
Bored people or 客引き girls for some shady bar? That’s the highest possibility.
Self employed Prostitution does exist thought but it’s darn rare and I’d have to look more closely to tell. Prostitution is usually runaway 18 year olds who got into the shady nightlife and they basically look for wealthy salarymen to fuck for pay. But again, rare.
Go talk to them and ask them what they’re doing?
Offer help? Buy their services?
Surely there’s a pimp nearby watching.
