Unregistered pasmo is dead?

Saw a message on the train saying no more unregistered pasmo will be issued? Anyone have more info?

  1. Wasn’t that the chip shortage stuff? Affected suica and pasmo too.

    Probably to prevent random tourists from getting a card and taking it back.
