I had made a care package to send to Canada, and it included those steam hot eye masks (MegRhythm). At the post office, I was told that I could not send my package because it included those masks. They said that there was a possibility they would combust, and I would need to get the maker’s permission to send any package that included them overseas through JP post. They said I had to go through the maker’s homepage to contact them, but because of their limited English and my limited Japanese, it was unclear how, so I just want some guidance from anyone who has done this before. Thank you in advance.

If you don’t have any friends that can help you, find a translator and pay them for their time to translate an email for you. Whatever the maker says is what they say. If it’s cool, take that letter to the post office.
Almost every single company has a “about us” kinda page that’s basically like a directory page full of emails and addresses and phone numbers and what not. You’ll get the email from there.
