applying for new COE with expired old COE

I have a friend (not physically in Japan) who got an offer from company B in Tokyo and the company started applying for his COE in late january 2022. Originally, in February 2020, he received a COE from company A, but did not apply for the visa. Company A did not submit any material stating “the company is willing to continue accepting” my friend (which based on the Japanese embassy website was a premise for extended validity of COE) which i assume means that COE is expired.

This month my friend emailed company A asking if he had to cancel the COE, and company A said the COE expired so theres no need.

However searching on reddit, i see other users with similar situation say COE should be cancelled or sent back, but in **most** cases their COE is still within the 3 month period.

Is it safe for my friend to just wait for his COE from company B? Or should he do something about the (i assume) expired COE from company A?

  1. Your friend should call his local Japanese consulate to confirm, but my feeling is that the company is correct. The original COE has expired and is no longer valid, so it should not cause any issues.

  2. That CoE is still valid according to the current measures. Not sure if you can use that CoE to apply for another job since both lead to a working visa as I can understand.
