Last year I discovered an outdoor rooftop in Ginza called +TOKYO, where you could have a barbecue set, a all-you-can-drink pass and some DJs were mixing. Unfortunately it seems to be closed.
Would you other place offering such service in Tokyo?

Ark hills south tower rooftop (Roppongi 1 Chome station) does that.
Also plenty other of those BBQ party places around Toyosu / Odaiba. Not sure if these have a DJ, sometimes they also allow/encourage bring your own meat.
if you just want space, there are lots of terrace space you can rent on space market. byo food/drinks

Not on the roof, but at Nakano central park there are restaurants where you can barbecue outdoors
