I have already turned in the applications for myself and my 17 year old son’s visa renewal. I had no issues turning in everything without him there. I forgot to ask if he has to be present when picking up the new card. Does anyone know if it is mandatory? I tried searching through past posts and online as well but haven’t found the info I’m looking for. When he turned 16 and he had to get a new card with his photo, it was mandatory he be present.

I would say he needs to go with you, since it’s his own zairyu card and he can only be represented by an immigration lawyer/scrivener, not a direct family.
But just in case, just give immigration a quick call, I’m sure they have the answer for you.
